Rural access defines it as development of the system that helps proving as well as improving impact of interventions at various crucial phases of a project (or an intervention) supported by sound monitoring and evaluation plans designed using tools for monitoring and evaluation including Log Frame/Impact Logic Diagrams or baseline/post baseline survey to measure actual degree of impact in a quantified manner as far as the research supports. M&E objectives include ensuring improvement-oriented critical reflection, learning to maximize the impact of rural development projects, and showing this impact to be accountable. It also provides comprehensive guideline on how to improvise, revise or change course of implementation of projects as and when necessary as per changing internal as well as external factors. An efficient M&E plan helps project managers and development practitioners improve the mechanism of impact assessment of M&E activities for projects. It focuses on how M&E can support project management and engage project stakeholders in understanding progress, learning from achievements and problems, and agreeing on how to improve both strategy and operations. Since development projects are not intended to provide long term support, the M&E system needs to ensure that implementation is carried out as planned, achieves the project's overall and project-specific objectives, and is of acceptable quality.
